a fee used to part fund (a culture of) entrepreneurship Explanation: The fee paid by the businesses in Los Viveros (an enterprise centre?) goes towards promoting/funding entrepreneurship I think I'd omit "a culture of" -------------------------------------------------- Note added at 7 hrs (2015-07-17 14:15:02 GMT) -------------------------------------------------- in regards to Phil's doubts about Part fund...well you could spell it out more fully as: a fee that is used to pay part of the costs of promoting entrepreneurship I don't think you can ignore the "partial" aspect at all as it's clear the promotion of entrepreneurship has to be subsidised by funding coming from elsewhere as well.
