This text is for the European Union:

"Las empresas instaladas en los Viveros, pagan una tasa con la que se financia parte de la Cultura Emprendedora."

"... finances part of the entrepreneurial culture" just doesn't sound right. The most logical I can come up with and render is "a rate that is financed as part of the entrepreneurial culture."

I think I'd omit "a culture of"

in regards to Phil's doubts about Part fund...well you could spell it out more fully as:

a fee that is used to pay part of the costs of promoting entrepreneurship

I don't think you can ignore the "partial" aspect at all as it's clear the promotion of entrepreneurship has to be subsidised by funding coming from elsewhere as well. In other words, the cost of funding are not fully covered by the fee paid by the businesses who set up in the centre/center

neutral  Yvonne Gallagher: I already suggested last part and "Used" doesn't get idea across that the fee is only going PART of the way to covering costs//you can't "make people entrepreneurial" but you can put stuff in place to encourage/promote enterprise. You can't omit "parte"

  -> You're missing my point. Entrepreneurship doesn't have a quantifiable cost. You can't pay a certain amount of money and make everyone entrepreneurial, so the Spanish doesn't really make sense.

  -> Huh?? I don't understand your problem?
neutral  philgoddard: I don't think "part-fund" works, because the alternative would be "fully fund", or create a culture of entrepreneurship solely by spending money, which doesn't make sense.

  -> the fee is only partially covering the costs of promoting enterpreneurship. The rest of the money obviously has to come from elsewhere.
