This is from a chat between financial traders. No other verbal context but the setting is financial trading. I'm thinking and from what I've researched it may just mean what it says, such as "man, things are going cheap today" or "man, how cheap things are going today" But, 'barata voa' literally can be "cockroach flies" in reference to something cheap or inferior, or perhaps 'dirt cheap'?
