"Methodical" is practically never used in English, except in the sense of tidy/organised.

I don't like "department for" either, but "Branch legal procedures department" is too much of a mouthful.

agree  Yuri Geifman: I usually go for methodological where Russian says "methodical", but this seems is pretty clear
