disagree  Alfredo Tovar: I disagree. On the contrary, it refers to Franco's time. The time of dictatorship. Memoria Democratica is an effort to report the atrocities that occurred at that time and avoid impunity, a way to honour those who died for democracy.

In my opinion you are not totally wrong. I would use democratic memory myself. This is a concept used in the field of human rights when dealing with democratic transitions. In the case of Spain, it is a matter of redressing the abuses during Francisco Franco's ruling. In the UN jargon there is something called collective memory, which refers to the right to be informed about and receive reparation for human rights abuses. In the case of Spain, the government promoted a Ley de Memoria Histórica. The name of this law was translated by the English-speaking media as "Historical Memory Law". Memoria Histórica and Memoria Democrática are two terms that don't have specific equivalent in English as they pertain to Spain's reality, so I don't see any problem in using the calque Democratic Memory. I would keep the term "memory" as this is a universal concept and term used in the field of human rights:

"A people's knowledge of the history of its oppression is part of its heritage and, as such, must be ensured by appropriate measures in fulfilment of the State's duty to preserve archives and other evidence concerning violations of human rights and humanitarian law and to facilitate knowledge of those violations. Such measures shall be aimed at preserving the collective memory from extinction and, in particular, at guarding against the development of revisionist and negationist arguments. "
