Pls see below thanks. Obviously covering but not quite sure this is correct in this context.

Antes de iniciar cualquier actuación arqueológica hay que elaborar un proyecto científico, que debe ser autorizado por las autoridades competentes.
Además se tiene que contar con los medios humanos, técnicos y, sobre todo, con la financiación suficiente para garantizar que se pueden culminar todas las fases del proyecto: las actuaciones preliminares, la propia intervención arqueológica subacuática (prospección, sondeos, excavación, cubrición u otros), la protección del yacimiento in situ, la conservación y estudio de los materiales, junto con la interpretación,
publicación y difusión de los resultados.
Si no se pudiera asegurar la disponibilidad de medios para todas las fases del proyecto, hay que hacer un ejercicio de responsabilidad y no comenzarla actuación hasta que ésta se pueda acometer con las garantías suficientes.
