I am not a medical translator but I think it could mean le médecin à l'admission or Le médecin chargé de l'admission
The admitting physician is responsible for admitting a patient into a hospital but he might not necessarily have a say in the patient's care inside the hospital. That would be the job of the attending doctor (médecin traitant).

The admitting physician is responsible for admitting a patient into a hospital but he might not necessarily have a say in the patient's care inside the hospital. That would be the job of the attending doctor (médecin traitant).
