The sentence is badly written in English. I don't believe this is an established, budgeted funding because the first sentence indicates that it will be the result of a collection of donations. In other words, individual contributions will be made to a pool of money that will be used to celebrate birthdays. Also, the word <forecast> is used improperly as an adjective. I think the idea is simply that the funds collected will be used to celebrate birthdays according to the <activities> described in the template.
