Tenement can be defined as a form of property (such as land) held by one person that is owned by another person.
In some cases relating to mining, the government owns the resources (oil, minerals, etc.) and grants tenement rights to the company that extracts and sells the resource.
Tenement could refer to the area itself in which case 鉱区 might be an appropriate translation.
