Estoy traduciendo un Testimonio de Sentencia Condenatoria. En una de sus partes dice lo siguiente:
Se resuelve imponerle la pena de un año y seis meses de prisión en suspenso, por tratarse de primera condena, tenerse en cuenta las atenuantes meritadas y, por último, atendiendo a la finalidad político criminal de evitar sanciones restrictivas de la libertad de corta duración, consecuencia que deriva del principio garantista de la necesidad de la pena y de los criterios de prevención especial (CP, 26), pero siempre a condición de que cumpla como regla de la conducta obligatoria por el término de dos años el fijar residencia y someterse a la vigilancia del Patronato de Liberados.
¿Cómo puedo traducir "a condición de que cumpla como regla de la conducta obligatoria?

I understand 'como regla' to mean in general ie provided he is in general compliance with mandatory conduct for two years - fixing address and submitting to....

By the way, could anybody give me an example of a non-mandatory or non-obligatory obligation?

You could leave it out. It doesn't add anything to the sentence. Why not just say: "on condition that he remain at the same address"?

Outside of the law, yes; but there is a major difference between an obligation between two parties in a private agreement/contract and what is truly mandatory.
