Placa En Cuba una placa es de concreto reforzado y puede usarse en pisos o techo. Generalmente cuando se habla de una casa de placa se sobreentiende que se refiere al techo, ya que los pisos, aunque también de concreto, se les dice pisos de concreto si no tienen recubrimiento de losa u otro material.<hr>

En lo que a casas se refiere, no se le llama placa a nada que no sea concreto. Techos pueden ser de diversos materiales como planchas metálicas, plásticas, de fibrocremento (asbestos), etc. pero cuando se dice techo de placa o casa de (o con) placa se refiere a techo de concreto reforzado.<hr>

Libre, ahora que ya está permitido vender las casas, es muy probablemente que se refiera a que está libre de impedimentos para constuir plantas adicionales.
placa La placa es el "concrete roof". En Cuba los techos se prefieren de placa, es decir concreto. Aquí es probable que se refiera a que el techo de placa está libre para construir otro piso encima.

O también podría referirse a que la placa, (el techo) es independiente de las propiedades aledañas. En Cuba hay casas que son independientes y otras tienen una o más paredes en común, por lo los techos están conectados unos con otros. Pueden ser varias casas con una sola placa.

I found another Cuban property ad saying "La placa esta libre para construir si desea." It sounds like some kind of outdoor open space.

For sure it is the roof, a flat concrete roof. The uncertainty reside only if was is meant by *libre*, if it is ready to build on top or if it is not contected to other houses.

I would simply translate it as a concrete roof or concrete flat roof.

I lived in Cuba for 32 years and worked in construction for 7, I was a young man then, and poured the concrete of more than one "placa"
