Согласна, что в вашем примере речь идет о законе иностранного государства. Но в нашем случае ваш пример не подходит. В нашем случае речь идет о "foreign data protection" - защите своей информации за рубежом для большинства развитых стран, а для таких стран, как Пакистан, Китай и Северная Корея о защите своей страны от иностранной информации.
Напр.: "Foreign Data Security and Protection Act 2004" (Pakistan)

В США законодательные акты такого плана защищают нашу информацию, которая выходит за пределы страны.
