Italian term or phrase: controparti commerciali
Same text: I understand it is about the Italian counterparts but Italian commercial counterparts? because it probably refers to the Tax department not companies. Here is the context: In tale contesto, l’Ambasciata ha proposto che le imprese di Y (country) interessate rilascino alle controparti commerciali italiane una autocertificazione con la quale esse attestano di non usufruire dei benefici della Tax Incentives Limitation Law. I hope there is enough context. Thank you.

business partners
Explanation:
I think this is better than your suggestion.

In this case they may be referring to their "partner", which is not very specific but could refer to an associate or a client.

trading counterparties

Explanation:
More context would be useful.
A counterpart is not "controparte" but una figura equivalente. A controparte/counterparty is the party you do business with, a supplier or a customer. It is the other party to a purchase and sales transaction. This is not really a business partner who is somebody you work together with, rather than buy from or sell to. The term is used frequently in banking.

In place of "trading" you could but "business" or "commercial" or even just leave it out, because the meaning is already contained within the word counterparty itself.
