This system is used to moor small boats. It resembles a curved fishing pole. Not only does it keep the boat from drifting away, it also keeps it from banging into the dock.

For what it's worth, in French it is "fouet d'amarrage". I searched on the various ways to say that literally in Portuguese and none of the results were relevant. My searches on "sistema de amarração", etc. were also unfruitful.

If I'm missing something, please let me know, but in the links you provided I don't see "cabo de ancoragem e atracação" used in conjuction with any images of mooring whips or in any context that would indicate a terminological match. Also, I did a search on "cabo de ancoragem e atracação" as well as on "cabo de atracação e ancoragem" and there were zero results.
