I am thinking along the following lines:
refuse

request exemption
present motion for exemption
but
I do think a motion should only be presented in court, which is not the case here. Furthermore, I do find the use of the term suspicion too strong, although I also find it too strong in Portuguese. And it is clear that I am at a loss here... :)
