Comment: "Gracias a todos por sus sugerencias. 'Shout' se refería en realidad a lo bullicioso del centro comercial. El texto es de publicidad, por lo que muchas oraciones son bastante figurativas, incluyendo ésta. Por el estilo del texto me inclino más a traducir 'shout' como 'agitado'. Gracias Gloria, tu sugerencia es la que más se acercó al sentido de la frase."

I am not sure from the context. But, after a search on the Internet, there is a common expression with "shout" in the following context: "They are within a shout of a mall." This would mean they ar not too far from a mall (literally, one could shout and be heard at the mall).
I know there is not any more context.
