In law, COUNT means to declare; to recite; to narrate the facts constituting a plaintiffs cause of action. The different parts of a declaration, each of which, would constitute a ground for action, are the counts of the declaration.

所以count不是”罪名”的意思,特别在民事诉讼中，只能是申诉，起诉的意思。比如原文CountI- Negligence. Here the Negligence is a civil wrong doing, which unfairly causes someone else to suffer loss or harm resulting in legal liability, the harm is not intentional harm, is not a criminal action. 负法律责任的错误行为不是犯罪。
