These Swedes and their 'pengs' I wanted to find something similar for 'skolpeng' the meaning of which everyone knows, but which is not formally used in the enabling legislation, i.e, the word was made up by some silly journalist/publicist. For the schools, the word 'voucher' is a politically charged concept, but generally used, tho I maintain it is a stupid concpet that works only for the US system. For your purposes, 'pengs' are government grants for various puposes. You are allocating funding for a specific puporse which is usually decribed as a 'scheme' in the UK. Here's one http://www.defra.gov.uk/rural/rdpe/. Maybe I'm just agreeing with Npro here! ;-)

Agree I also came to the conclusion that this is a made-up term, and posted this definition in case it might help a little towards finding the right English term. I think the term I suggested in my answer is suitable.

Thanks Nordskpro. The explaination is of course right, but I know what the term means and perhaps should have specified that I was looking for a generally accepted term (in English) for this.

However I don't think there is one -- It is a made-up term that has a special meaning, beyond the words of the term.

Excellent suggestion. As it is not at all limited to construction, it can be for fund an exposition, a faire, or even for the construction of a meeting place.

rural allowance

The political motivation for the introduction of the "bygdepeng" may have been idealistic and honourable, but the "bygdepeng" is today a spin doctor's tool in the fight between local authorities and the windmill mafia, and rarely, if ever, used as was originally intended. The author of my 1st reference is not wrong when equalling the "bygdepeng" to a "construction fee".
