I understand that this means manufacturing of semi-finished products for re-rolled products. But, I don't know whether заготовка should be translated as a bar, billet or bloom. It seems that English distinguishes between these three things, whereas the Russian word does not. I could be wrong.

Does anyone happen to know?

Yes, bar, billet and bloom are all different and billet fits re-rolling (для переката) better, IMO
