The phrase is as follows:

Does this mean the years of service are counted from the date when the salary is first paid (which strikes me as strange)?

He will accrue vacation time for every full month he works, up to a min of 30 days for a full twelve months, meaning he will accrue less holiday time during his first year if, for example, he starts work in March.

This is the best translation I can think of at the moment.

I apologize if I repeat concepts already expressed, but I believe I can add a bit of clarity here. The terminology for work contracts always makes the distinction between Paid and Unpaid leave. Italian uses a more complicated and confusing formulation, but the result is simply that those off-days are regularly paid in the salary. I believe the meaning of "decorrenza" as beginning, or starting, from a certain date does not apply here.

Hi Simon,

In my view, it just means that he's/she's entitled to a paid vacation period and the salary is going to be paid at the end of each month (at 30 days - it's a little bit weird 'cause companies usually pay on 27th day of each month).

However, if the manager remains in charge/service for a period inferior to a month, he/she has no right to vacation at all, not even a day.

Contract conditions may change, as you know, depending on many factors, working industry fields etc. but usually managers and employees gain one vacation day after having worked for at least one month - after the 3-month "testing period" (if my memory isn't deceiving me.
