Vorhalt

Non-PRO German to English Law/Patents
From German State court:

"Ueber Vorhalt, dass Heidi Hochleitner und Wenzel Weyrich uebereinstimmend angeben, mit eigenen Augen, gesehen zu haben, ..."

I couldn't find a satisfactory definition of this word in any of my dictionaries. From the context, I have been thinking "assertion" or "representation" might be the best choice. Any ideas?

I also haven't heard "Vorhalt" before and I think it is a typo and could mean "unter Vorbehalt". Then "Under reserve..." would be the translation.
