Bei Verkäufen „franko Ankunft“ gehen alle anfallenden Kosten der Wareneinbringung für die Benutzung des Großmarktes oder des Zustellungsbereiches (Markteinlass-Verwaltung-Anlieger-Waggon/LKW-Zustellung oder ähnliche) ausschließlich zu Lasten des Käufers/Empfängers.

I cannot imagine that this refers to residents (i.e. Anliegerfrei).... but who knows?!
