1. Tacit agreement
The manager gave her tacit agreement.
This means that the manager did not say anything, but she agreed. Suppose you purchased a new computer for your office. Suppose you gave the invoice for the computer to your manager. Your manager did not say anything. She just took the invoice. That would be tacit agreement.

Silent agreement
Please see below:
Silent agreements exist when neither objections nor explicit approvals are vocalized in negotiations where objections are possible. The Supreme Court recently stated that silent agreements do not necessarily have full weight in determining rights for class arbitration.

tacit = silent
Both are possible, as the mean the same. See link below : "Tacit means silent or quiet. A tacit agreement is a silent agreement; everyone knows the rules without saying them."

: no both are NOT possible. English is not the free for all many seem to think it is. /silent is wrong in this context. it's not just my opinion. it's a fact. An etymological discussion won't change that.

You do seem to have strong opinions regarding... well, just about anything. It can be argued that there are no such things as exact synonyms, but that's an academic matter. Just 2 examples from Collins to state my case: silent assent vs. tacit agreement.
