What does "que contesta a" mean in this context? The FCPA, btw, is the Foreign Corrupt Practices Act, of 1977.
The document this phrase comes from is a questionnaire - unsure to whom it's given - regarding, evidently (I have only a piece of the text) either an individual or legal entity's compliance with certain policies in place in Mexico, binding the company handing out this questionnaire.

I'd suggest that you use "contravene" or any other similar verb here. I must note, however, that that is not what "contestar" means - at least not in Colombian Spanish ;-)
