Hi all,

I am translating an academic certificate from Spanish into English and I got really stuck when I came across this:

"Y para que tenga los mismos efectos que el título con carácter provisional y hasta que éste se edite, de acuerdo con lo que establece la instrucción novena de la resolución de la Secretaría de Estado de Universidades e Investigación de 26 de junio de 1989 (BOE de 18 de julio), expido este certificado a petición de la persona interesada."

The certificate itself is a "pre-degree certificate" you get before the original one (it usually takes a long time to be issued, so they provide you with this official document in case you have to prove your qualifications).
I am completely lost as English is not my native tongue and, consequently, I absolutely can't come up with something sounding half as solemn and formal as that.

Can someone give me a hand? Thank you very much.
