English term or phrase: more about policy than politics
Referring to U.S. President Obama's recent "State of the Union" speech, a news commentator said (more or less):

"These speeches are always political, but this one is more about policy than politics."

When I translate from Spanish to English, "política" is one of those words that I've learned to be careful with, since it is sometimes translated as "politics" and sometimes as "policy." Now I've been asked to try to render the above statement "succinctly" in Spanish, and I can't do it.

Can someone please help? Thank you!
