I agree this is essentially a PO, and raises the usual issue of the extent of the translator's freedom to improve the source text.

Contract Stipulations or Stipulations of Contract would be my best guess.
A quick Google search yields over 4 million results.

This is not term for the "application" of a contract per se, but I believe in this case stipulations would serve well as sort of an umbrella term for all performance under contract stipulations as well as anything else written in the contract. Just my opinion on the matter. :D
