If you don't like "standing"..... Then I found the following options: (also posted on my answer below)

I'm not sure if there's a more legalese way of saying this in English, this is certainly the usual way of saying it.
"For the purposes of this Law, "Jew" means a person who was born of a Jewish mother or has become converted to Judaism and who is not a member of another religion."

thanks for your answer, but I am not sure about the word "standing" see definition: standing n. the right to file a lawsuit or file a petition under the circumstances
standing- The legally protectible stake or interest that an individual has in a dispute that entitles him to bring the controversy before the court to obtain judicial relief. this is not what is meant here. here the intention is that the State shall be subject to the same legal treatment if it violates the law
