I am not completely sure how to translate this so it sounds natural in English.

This is an article about the costs of informal care. Obviously much reference is made to the "ley de la dependencia" and the article even refers to the RAE defintion of dependencia so I can't always avoid it by using dependent people, dependent elderly etc. So many of the hits I get for dependence are from Spanish articles translated into English that the word makes me uneasy. It's used constantly in the text. Other examples:

El envejecimiento de la población mundial es un hecho sin precedentes en toda la historia de la humanidad que además está asociado a un incremento en la tasa de dependencia

Los objetivos de este estudio son analizar la evolución de la dependencia, estimar los costes del cuidado informal de esta y mostrar la relación entre el cuidado informal y un conjunto de servicios formales

dependencia en mis intervenciones con los estudiantes de postgrado, menciono que existe una interdependencia entre los hábiles y los dependientes, pues los primeros mantienen condiciones que les permiten "cuidar" de aquellos, que por una u otra razón están indispuestos para resolver completamente sus problemas del día a día: son los dependientes. Mi énfasis estriba en el hecho de que los hábiles pasarán eventualmente a formar parte de los dependientes, de allí la interdependencia: a futuro me toca a mí.

I believe reference to the elderly is too limited. Granted, they probably account for a majority of cases, but "Dependencia" includes all dependents of all ages.

I think you're right; "dependence" would work fine in the first instance in your text, but then you need to move to "dependent care" for the "evolución de" part.
