This is what I would use, especiall in an international context. (Trickier in the internal German context when it's opposed to the city-states like Berlin and Hamburg). See reference below.

geographically-based state
might do it. I think I'd contemplate sticking with just "state" as another option - isn't the idea behind a Flächenstaat the fact that it is in contrast to a city state, which covers only a relatively small urban area? - but as we don't have city states any more (with the possible exception of the Vatican) I'm not sure you have to labour this point.
