Nalgene is a trade name for a range of plastic labware, so it seems the text is definitely talking about weighing formaldehyde. Since this is a liquid, I'd go with "bulb pipette" unless some chemist out there knows better.

Additional context: "Placer le nalgène de formol sur la balance, effectuer la pesée initiale et ajouter la masse de formol calculée précédemment à l’aide d’une poire insuflatrice."

An insufflator (or more simply "puffer") bulb is used for pneumatic otoscopy, but I can't see how you would add formaldehyde to anything (least of all an ear) with a puff of air. It seems more likely that it is being used in the sense of a bulb type pipette, but more context is needed to understand what is going on.
