"Cette formation sur le leadership ... se déroulait dans le cadre d’un 4 à 7 avec cocktail, donnant ainsi une autre excellente occasion aux membres d’échanger et de réseauter entre eux."

I've found "open house" as one possible translation but that would not seem to work here. Thanks for your suggestions.

An early-evening affair


Explanation:
What is curious here is that a 5 à 7 is an affair, of the extra-marital rather than the business kind, those being the hours between which French business types would traditionally go see their mistresses before returning home for dinner with the wife and kids. The 4 à 7 evokes this, even if it's unintentional! It would be nice to keep that hint at a double meaning by using "affair"...

Explanation:
Just providing another possibility... often such receptions or events are billed as a 'happy hour' even though it's not a commercial venue and it goes on for more than an hour... Just my experience in the working world.
