Так поступил СБ РФ. Если выбран такой подход, то, как мне кажется, транслитерировать нужно все названия.

neutral  rns: И "Столичный" транслитеровали? (Центральный получается, что перевели) // Посмотрел ссылку — "Столичного" у них нет — по-моему их подход был иным: перевели то, что поддается переводу (Central) и транслитеровали остальное.
