Look around не очень подходит, мне кажется, особенно если нету комментария про то, что человек оглядывается именно в поисках кого-то конкретного, но это тем не менее подразумевается (что он не заблудился и не воровато озирается, а именно ищет кого-то в толпе... или все-таки look around подходит?)

This does not necessarily imply that he was looking for anyone or anything specific, though on the other hand, he may be.

It may be
"glancing around" or
"looking round in all directions".
I thing "glancing around" says everything, shorter.
