That would square with the description of the financial terms and conditions of the grant noted further below. You could stick "effective" before "for the period" if you thought it good counsel to do so.

My understanding is that the dates refer to the period he will be in the other country and that the sums of money refer to what he will be covered for while he's there. The date on the mobility grant confirmation itself is dated December 2010.

If you figure out what the ramifications of his status/employment (or even student) status are, then you can figure out how to intelligently label this. The Spanish is a kind of shorthand for information that the people involved fully understand. Good luck!

It would be best to talk with Joe to clarify what it means in this case. The "efectos económicos y administrativos" are basically the financial and administrative aspects of his employment (or other) status/conditions. What I can't figure out even with the help of native speakers is the meaning of time period specified. It might be the period of the grant itself (that's what it appears to be by what follows), or it might refer to a prior qualifying period - a period of time that Joe would have needed to have been in a particular program or position in order to qualify for the grant-it can sometimes mean that but it doesn't make a lot of sense from the scant info given. I suggest finding out from Joe (or figuring out yourself if the "efectos" dates jive with the dates of the grant. For instance: the financial part may include not only his stipend but other aspects of his salary or SS contributions being made by his home institution while he is away or even what it will cost that institution to hire a substitute; the administrative aspects might include covering his position while he's gone or the position he will hold in the host institution.
