I'm reasonably sure of my hunch, that this is referring to the idea of shifting production volume from one factory to another; in other words, additional volume is shifted OUT of Factory A to go IN to Factory B; so one man's loss is another man's gain.

neutral  Mehdi Caps: Totally agree with the explanation, but how to use "vers, ou de"? Maybe : "vers ou depuis les usines concernées", but that still sounds a little awkward.

  -> Thanks, yes, it's tricky, isn't it? I think 'depuis' is good, but a solution can probably be found by re-phrasing the sentence quite a bit.
