Italian term or phrase: zona edificabile
IATE proposes several translations, none of which seem appropriate so I am looking for further suggestions.

The meaning is clear but how do you say it concisely in English? What is the equivalent 'technical' term?

This glossary entry for Zona edificabile doesn't help much, but here it is:

Zona edificabile

I comuni suddividono il proprio territorio in zone che determinano sostanzialmente l'impiego dei fondi ad essi inerenti.

Esempio:
Zona centrale, zona residenziale, zona industriale e commerciale, zona ad uso pubblico, zona libera e zone rimanenti.

I initially baulked at the horrible word "developable" but this is the term that seems to fit your context and that is used widely in British web sites.

What are the reasons for your support or objection?
The site is an area of ancient woodland and its use for housing would involve a significant loss of trees and wildlife and would diminish its amenity value and considerably change the character of this corner of the village. It is important to maintain all areas of broadleaved woodland for the biodiversity that such woodland supports. This development would be outside the designated building line and would extend the urban area beyond the recognised limits. The Council has made adequate provision under the proposed LDF to meet the housing requirements to 2016 and therefore any further development of greenfield sites for housing it unnecessary and inappropriate.
