The term confisco clearly exists but I cannot find desconfisco in any Portuguese dictionary, whether legal or otherwise. However, Google shows the term to be particularly popular in Angola, where the meaning seems to refer specifically to an act whereby the state divests itself of assets confiscated from Portuguese owners in 1974 when Angola became independent from Portugal. Is the source text Angolan? In Ghana the terms disconfiscation or deconfiscation seem to be used in more or less the same type of context.

The difference between confiscation and nationalisation appears to be that the former does not involve the payment of compensation to the previous owner, while the latter does.
