These are government judicial officers, perhaps acting as judges in litigation involving administrative and other legal matters. Any suggestions much appreciated.
Here is an excerpt from the law regulating their promotion:
Le grade de conseiller d'Etat comporte deux échelons, celui de maître des requêtes en comporte huit ; ceux d'auditeur de 1re classe et d'auditeur de 2e classe en comportent respectivement quatre et sept.

An English equivalent may also help.

I am also looking for a suggestion for "auditeur" who are of lower rank than the first ones mentioned. Many thanks in advance.

يمثل مجلس الدولة في فرنسا قمة القضاء الإداري فهو يعلو على المحاكم الإدارية سواء أكانت نوعية أم متخصصة([55][55]).
ويمتاز أعضاء المجلس بمؤهلات عالية ومتنوعة، ويرأس المجلس رئيس الوزراء أو الوزير الأول وعند غيابه وزير العدل يتم تقسيم العمل في المجلس بحيث يعمل الأعضاء الأصغر سناً على تحضير القضايا والملفات بينما يتم اتخاذ القرارات النهائية من الأعضاء الأكبر سناً ([56][56]).
ووفقاً للمرسوم الصادر في 31 يوليو 1945 المعدل بالمرسوم في 30 سبتمبر 1953 يتكون المجلس من الأعضاء الآتين :
