La RTA es la autoridad de carreteras y transporte de Dubai y el actual mandatario de Dubai, es el Jeque Mohamed Bin Rashid al Maktum, pero no sé si éste "Ruler's Court" se refiere al mandatario/regente o al "legislador" y cómo traducir "Ruler's Court", porque, de momento, no encuentro ninguna referencia.

Explanation:
En mi opinión el “Ruler´s Court” de Dubai no es el Consejo Supremo (Supreme Council), y no puede serlo porque solo hay un Consejo común para toda la Federación de Emiratos. Creo que se trata más bien de un órgano dependiente del Primer Ministro o máximo mandatario (“ruler”) de la Federación, que es un emir, actualmente el señor Mohamed Bin Rashid al Maktum. Normalmente es el Emir de Dubai el que ejerce el cargo de Primer Ministro de los EAU.
Como traducción propongo “Gabinete o Cancillería del Primer Ministro (o Emir)”. Su nombre oficial en árabe es para los EAU “Al-Diwan Al-Amiri”, aunque en inglés (y otros idiomas) aparece a menudo como “Amiri Diwan”, para otros países como Kuwait y Qatar.

El primogénito, XXXXX, nacido en 1948, sirvió a su padre como secretario de Estado de Asuntos Exteriores entre 1990 y 1991 y actualmente le asiste como ministro de Estado del AMIRI DIWAN O GABINETE DEL EMIR.
