Linguistically, порчельник is a made up word that could either refer to "one that hexes" or "something that is used in hexing." From the game itself we know that it's the latter - it's an amulet containing one hex or another.

I suppose the English localizers didn't want to complicate things and just went with 'hex' -- even though a порчельник is not a hex, but a container, or a vessel if you will, full of hexes.

Explanation:
Если Вы спрашиваете о "порчельники", то это, скорее всего тот, кто наводит порчу, т.е. приносит вред при помощи черной магии. Вообще-то в разных играх у них могут быть специфические названия.
А scroll - свиток.
