"Kofferband" evidently means baggage strap (like a handle on a suitcase) or luggage belt (like at the luggage claim section in the airport). So what the heck is this?

Strapazierfähiges Band aus Polyester oder Segeltuch, das zur Verzierung eingesetzt wird.
Besatz
Unter "Besatz" versteht man in der Mode einmal als Verzierung der Kleidung aufgenähte Bänder, Borten, Rüschen, Spitzen etc. Aber "Besatz" heißt auch das Besetzen der Oberbekleidung. So wird z.B. an der vorderen Innenkante von Sakkos, Jacken oder Mäntel Stoff aufgesetzt, damit beim Offentragen des Kleidungsstückes eine rechte Seite des Stoffes sichtbar ist; d. h., die vordere Kante wird mit dem Besatz verstürzt. Das Besetzen bildet das Revers.
