EDI Electronic Data Interchange (IED : Intercambio Electrónico de Datos). "Subscribe" is the usual way to refer to trading partner access to this type of messages etc.

subscribe and monitor We say that a piece of code "monitors" something when it responds to an event or a set of events every time they occur. But the act of setting up the monitoring behaviour is called "subscription" or "registration".

There is one situation where the phrases with the words "subscribe" and "monitor" will be equavalent:

the handler monitors X = the handler is subscribed to

I do not understand the subject of the text, I do not know what IED stands for, but in response to "messages", "events", and "monitoring", I imagine some event handling mechanism, which is typically said to be subscribed to an event if it receives event notifications.
