The exact wording depends on the context. Only, the idea of "pay" in a monetary context should not be ignored. If one just use "极重要" which could mean moral or political reasons that cannot be broken down in dollars and cents. "Pay" could be used in a non-monetary sense, yes. But if this is marketing or similar stuff, it usually is used in connection with cost or profit unless the particular "political, moral and other non-monetary circumstances'" are clearly specified.
