Justification au premier euro (JPE) des
= following the abandonment of "voted services - new measures", credits in the State budget are voted based on finding financing with a description of the magnitude of services/users expected. Presumably no more nor less than what is absolutely needed.
La justification au premier euro est un élément essentiel de la bonne information du Parlement qui peut ainsi mieux appréhender le contenu des programmes et la sincérité du projet de loi de finances. Les éléments figurant au titre de la JPE ont également vocation à renouveler les termes du dialogue de gestion entre le responsable de programme et ses responsables de BOP ou encore du dialogue budgétaire entre les ministères et le ministère chargé du budget. Ainsi, à titre d\'exemple, l\'approche par les déterminants de la masse salariale d\'un programme doit se substituer à la discussion des emplois budgétaires.

I had found Justification au Premier Euro but is that really something that would be at the very top of such a page? I didn't think so when I found it but maybe....thank you all for the comments and answer.

which looks to be something like "Per-euro cost estimate" ... couldn't find anything better or more official, if you read the explanation you'll probably do a better job than I am.
