Explanation:
this is what it is usually called, the ingredient that 'glues" pigment and carrier together. In Renaissance Frescoes, for example, eggs are used as a binder

Reference information:
From what I can see, a "binding agent" is part of the paint istelf, whereas "bonding agent" would be an additive such as cement powder to help it dry. Depends on your context.
