I'm not sure if this really refers to the effor required to obtain a doctorate, the contrubution made by PhD holders to society as a whole, or what.
The field of this question should really be Academia, rather than Science, but since that isn't an option, and since having it marked as Science won't direct it to completely inappropriate answerers, I have opted for Science.

I understand this as the process to obtain the doctoral degree.
While the requirements to the degree vary from one system to another, they are all requirements with the ultimate goal of obtaining the doctoral degree. I think this option allows for the varying systems.

| While postgraduate students als have to perform such duties while working towards their PhD in England, I think it is a little unliklely that these duties are what is being referred to here. |
