This term is used to refer to public buildings and/or apartment blocks (multiply-occupied buildings)

Perhaps "public buildings/apartments" might cover the meaning better.

institutions

I take this to refer to the collectivités where (as most people know) building legislation is much stricter (exigeant) than for private homes.

offices/ office blocks

I think "office" is sufficiently general to cover those buildings which are not residential but not necessarily "public" either. They tend to be what you see when the train enters any big city.
