Pfandbrief/Hypothekenanleihe public-sector debentures / mortgage bonds Explanation: comes up in Zahn as:public-sector debentures []debentures issued by private mortgage banks and public sector credit institutions against their lendings to the public sector, --> Kommunaldarlehen Pfandbrief by itself comes up as: mortgage bond (debenture) Pfandbriefe are issued by private and public sector mortgage banks as well as ship mortgage institutions to fund housing and shipbuilding loans. According to the German Mortgage Bank Act these fixed-rate instruments must be fully collateralised by first mortgage loans. -> Considering the öffentliche, I'd stick with the first solution.
