1- Terras DESTINADAS à produção de gêneros agrícolas"

2- "$200 mi em recursos DESTINADOS à saúde".

this would be appropriate if there is a legal or zoning requirement that the lands be used that way. Otherwise "intended" is fine because it's not as strong or official.

Sorry I ignored the second context. Designated could work re funds, also allocated or appropriated (if you know they are officially so "destinados" )
