From a book describing somebody's experience at school.
Full sentence reads: 'Depuis le directeur, en passant par le *surveillant général*, tous gèrent au mieux des jeunes dont l'âge ingrat leur donne parfois du fil à retordre'.
My understanding is that the 'surveillant général' supervises the students during study periods and breaks to make sure they don't muck about, but I am not coming up with any great ideas about what the same position would be called in English.
For clarity: I'm translating to American English.
And also: I saw that somebody else already asked about this term on KudoZ, but the answers don't fit my question (best term chosen was 'assistant principal/dean of students', but in my translation the 'surveillant général' needs to sound less important than that to provide a contrast with the 'directeur').

Anybody who has attended a French lycée know this hierarchy.

The surveillant général is the guy you see in the hallways. The principal and censeur don't go out much. YOU go see them, usually when you are in trouble.

Frequently in the United States one of the primary responsibilitues of the Assistant Principal is discipline. I can say from personal experience that many students hold that person in low regards -- they consider him or her, not the brightest bulb on the block. Sometimes he is a physical education teacher who has moved up to and administrative postion because he can handle rowdy students.

Here's one example I found:

"At approximately 3:30 p.m., the assistant principal/athletic director learned of the incident and arrived at the practice field to investigate. He interviewed the complaining student along with his father, as well as petitioners’ sons and other team members. During those interviews, more than one student athlete told the assistant principal/athletic director that several members of the team had decided to “jump on” the freshman to discipline him because he had been ejected from the previous weekend’s football game. After various members of the team admitted to ridiculing, hitting, slapping and jumping on the complaining student, the assistant principal/athletic director concluded that the incident constituted hazing, a physical attack and verbal harassment in violation of school policies. In separate interviews with petitioners’ sons, he accused each of them of hazing and stated that the boys could be suspended from school and the police could be called. In his interview, J.W. admitted to jumping on, holding, and hitting the complaining student once or twice. E.B. admitted to jumping on, grabbing and slapping the complaining student."
